Policy Principle
Responsible Growth.
Support appropriate housing and investment while ensuring that growth fits the neighbourhood and infrastructure can support it.
Ward 1 needs housing choice and responsible investment. Growth should not be treated as inherently positive or negative; individual projects should be evaluated on planning merit, infrastructure capacity, traffic, drainage, compatibility and community impact.
Ward 1 is a desirable place to live. We should support housing that keeps it that way and meets different needs, including options that let seniors downsize and remain in their community. But we must consider how each development impacts traffic, parking, drainage, pedestrian safety and the character of the surrounding neighbourhood.

Housing That Fits
More choices, with residents heard and infrastructure considered. Every project should be judged on its planning merit, the capacity of the sewers, drainage and roads around it, and its impact on the neighbourhood.
If elected, I commit to:
- Support appropriate housing growth and a broader range of housing options.
- Consider sewer, drainage, road and other infrastructure capacity alongside proposed increases in density.
- Require credible transportation analysis for developments expected to create significant additional traffic.
- Address parking, pedestrian safety, sidewalks, drainage and green space during the approval process rather than after construction.
- Encourage housing options that allow seniors to downsize while remaining within Ward 1 and South Windsor.
- Support meaningful and timely neighbourhood consultation on significant development applications.

No to Four As of Right
Residents deserve a straight answer before they vote: will their councillor support four units as of right on every residential lot, or oppose it? My answer is clear. I will oppose it.
If elected, I commit to:
- Oppose any proposal at City Council to permit four units as of right on every residential property.
- Direct higher-density growth toward locations and corridors capable of accommodating it, consistent with sound planning principles.
- Protect established residential neighbourhoods from development that is poorly planned or materially incompatible with its surroundings.

Hold Landlords Accountable
A Responsible Rental Property Initiative to address recurring maintenance and safety problems. If a landlord repeatedly neglects one property, the City should review their other properties for possible violations. Living out of town is no excuse for allowing a Windsor neighbourhood to deteriorate.
If elected, I commit to:
- Ask City staff to track repeat property standards violations by owner.
- Proactively inspect the exteriors of properties with recurring issues, and review an owner’s other Windsor properties for potential violations when a pattern of neglect emerges.
- Where an exterior inspection raises concerns about conditions inside a rental unit, seek follow-up by the appropriate officials, including an interior inspection where warranted and legally permitted.
- Require reliable contact information for owners or property managers who live outside Windsor.
- Ensure timely follow-up on City orders and public reporting on how quickly properties are brought into compliance.

Growth that strengthens Ward 1: more housing choice, infrastructure that keeps pace, and rental properties kept to standard.

Experience in Enforcement
and Follow-Through
My experience as a former Deputy Chief of Windsor Police has shown me the importance of consistent enforcement and follow-through. Property standards only protect a neighbourhood when the City tracks the problems, follows up on its orders and reports on the results.
Our homes are often our largest investment.
Owners have a responsibility to their tenants and neighbours.
