Policy Principle

Keep Ward 1 Affordable.

Keep municipal tax increases at or below inflation and require City Hall to demonstrate value for every tax dollar.

Households face increasing costs for food, utilities, insurance, housing and other essentials. Municipal government should exercise fiscal discipline, protect essential services and avoid adding unnecessary pressure to household budgets.

If elected, I will only support City budgets that keep the municipal tax levy increase at or below the annual rate of inflation while protecting the essential services residents depend on.

Taxes At or Below Inflation

Ward 1 residents will always know where I stand on the budget. I will be at the table, fully participating, asking difficult questions and advocating to keep taxes as affordable as possible.

If elected, I commit to:

  • Only support annual budgets that keep the municipal tax levy increase at or below the annual rate of inflation.
  • Fully participate throughout the City’s budget process and on budget-related committees to ensure Ward 1 residents are represented when decisions are made about taxes and spending.
  • Provide an independent voice at City Hall and make decisions based on the interests of Ward 1 residents and taxpayers.

Value for Every Tax Dollar

Fiscal responsibility means asking difficult questions about how tax dollars are spent. Is the spending necessary? Can we deliver the service more efficiently? Are taxpayers getting value for their money? Before asking residents to pay more, City Hall needs to answer those questions.

If elected, I commit to:

  • Require city administration to identify efficiencies, productivity improvements and lower-priority spending before seeking additional tax-supported funding.
  • Support competitive procurement and performance standards for City contracts.
  • Require clearer public reporting showing how property-tax dollars are allocated and what measurable outcomes are being achieved.

Protect Essential Services

Keeping taxes affordable and protecting the services residents depend on go together. Core services come first, and discretionary spending gets the scrutiny.

If elected, I commit to:

  • Protect core services such as roads, sewers, policing, fire protection, parks and recreation while scrutinizing discretionary spending.
  • Use new assessment growth and development-related revenue responsibly to help fund service pressures created by growth.

Experience to Ask
the Right Questions

My approach is informed by my 36-year career with the Windsor Police Service, including serving as Deputy Chief and as a member of its senior leadership team. As Deputy Chief, I held senior management responsibilities involving budgets, staffing, resources and operational priorities — experience in making difficult decisions about allocating limited resources while maintaining essential services.

I understand budgets and the difficult choices that come with them.
